feat(bedrock): guard selected content parts on the Converse API (#1002)

A guardrail on Converse assesses the whole message unless parts are wrapped
in `guardContent` blocks. `guard_content` metadata on a `ContentPart` now
emits that block, with optional `qualifiers`, for text and PNG/JPEG image
parts in messages and system prompts.
