feat(cloudflare): Trace TypeSafe Jev calls in Workers AI as evaluate spans (#24833)

## What

Workers AI calls to TypeSafe models (e.g. `typesafe/jev`) now create
`evaluate` spans with the same input, output, and token attributes as
the TypeSafe integration.

## Why

Before, these calls showed up as `chat` spans with no inputs or answers
recorded.
