feat(explore): annotations adjust colors and hover (#125990)

This PR addresses some internal feedback and brings back coloring and
hovering on annotated data below 5%. The color composition is still in
flux, but this is a more representative color scheme. Dark mode and
proper usage of color theme, as expressed in the code, is missing
