feat(config)!: convert unit options to enums (#1989)

* feat(i18n): add units singleton

Also add temp unit singleton

* feat(config)!: rename unit options -> weatherUnits/sensorUnits

* refactor: wire up units singleton

* refactor: unify sensor temp formatting
