feat(bar): add perMonitor option for workspaces (#2039)

* feat(bar): add perMonitor option for workspaces

Allows showing all workspaces from all monitors, instead of only ones on
the respective monitor. Does nothing when showUnoccupied is true

* chore(nexus): re-order bar workspace page

Show windows belongs next to the special workspaces version
