ci: let Claude build and test in CI

Reading a diff only goes so far, so give the runs what compiling needs:
the system libraries Slint links against, a cache slot of their own so a
warm target directory survives between runs, and 'cargo' among the allowed
tools. Raise the timeout to 60 minutes, since a cold build of this
workspace doesn't finish inside 30.
