changelog: license overrides no longer auto-classify apps as Approved

Adds the Applications-page classifier fix to the May 2026 Fixes section.
Also carries two pre-existing uncommitted May 2026 changelog entries that
were already staged in this file (Slack bot/app NHI inventory under
Improvements; per-app finding attribution under Fixes).
