docs: add USBLCD and USBLCDNEW protocol reference docs

Reverse-engineered complete SCSI protocol from USBLCD.exe (Ghidra) and
USB bulk protocol from USBLCDNEW.exe (.NET/ILSpy). Documents all CDB
commands, handshake sequences, frame transfer formats, and shared memory
layout for both binaries. Updated TECHNICAL_REFERENCE.md with expanded
SCSI protocol section and added cross-references in README, CLAUDE.md,
and DEVELOPMENT_STATUS.md.
