[AssetMapper][Serializer][Translation][Validator] Escape percent signs in the paths handed back to the container

The percent-escaping fix of #66003 lives in FrameworkExtension, whose
translator, validator, serializer and asset mapper sections moved into the
component bundles. Port the same unescape-before-the-filesystem,
escape-before-the-container handling to where the code now lives.
