Bump MSRV 1.71 -> 1.85, edition 2024

* Update rust-version to 1.85 in Cargo.toml
* Switch edition from 2018 to 2024
* Update CI to test against 1.85
* Remove RUSTSEC-2026-0009 advisory ignore (no longer needed)
* Bump all possible deps
* Fix clippy io_other_error warnings
* cargo fmt for edition 2024
