fix(proto): reject bare-quote -ERR messages instead of underflowing

A -ERR control line carrying a single quote character passed both the
starts_with and ends_with quote checks (on the same byte), after
which stripping the quotes computed len() - 1 on an empty buffer:
a subtract-with-overflow panic in debug builds.

Require at least two bytes for a quoted error message.
