chore(ci): Automate v-tag and GitHub release creation for flame

Add a step to the release-tag workflow that creates a short `v{version}`
tag (e.g. `v1.36.0`) alongside the melos-generated `flame-v1.36.0` tag,
and creates a GitHub release with the flame changelog as the body.
