Fix spacing above the dock

Adds back in missing DockSpacer padding which was resulting in:

- the search component and apps paginator component not showing up.
- the padding at the bottom of the dock and the app store / settings
- page not being large enough to see the bottom of those pages

Also breaks out dock dimensions for easier readability and re-use.
