Remove references to "subgroups-f16"
The "subgroups-f16" feature name was experimental and no longer exists. It was folded into the intersection of "subgroups" and "shader-f16" Also, the "subgroups" feature was fully released in Chrome M134 and standardized at W3C. It is no longer in Origin Trial. PiperOrigin-RevId: 886256017
