Claas Augner f8bbd68e59 feat: use fred by default (#40961) ...

Makes fred the default front end for:

- the `yarn start` script
- the `pr-test` workflow (used by the `pr-review-companion`)

The existing `start` script is preserved as `start:legacy`
for now, but will be removed soon.
