Add interactive ~/run repo setup to install.sh

After installing the flow binary, the installer now prompts to
clone ~/run and ~/run/i task repos. Idempotent, skips if already
present. Controllable via FLOW_SETUP_RUN, FLOW_RUN_REPO,
FLOW_RUN_I_REPO env vars.
