Copilot 6d92214718 fix: suppress 429 false-positives in link-check CI (#2168) ...

* pass GITHUB_TOKEN to lychee and tune rate-limit settings
* rely on GITHUB_TOKEN + throttling
* increase concurrency to 8, restore 429 accept with explanatory comment
