Update Ubuntu hosts in release workflow for improved build performance
- Changed the host for Linux builds from `blacksmith-8vcpu-ubuntu-2204` to `blacksmith-16vcpu-ubuntu-2404`, enhancing build capacity. - Updated the ARM host from `blacksmith-8vcpu-ubuntu-2204-arm` to `blacksmith-8vcpu-ubuntu-2404-arm` for consistency in the environment.
