[PropertyInfo][FrameworkBundle] Add PropertyInfoBundle

The property info services move to the PropertyInfo component, which now provides its own
bundle and the "property_info" configuration. The "framework.property_info" configuration
becomes an alias of it.

Since the section is no longer read as a config flag, the auto-mapping loader of the
validator is now dropped by a compiler pass when no "property_info" service is registered,
and the caching extractor is dropped along with its pool when CacheBundle is absent.
