[FrameworkBundle] Skip the S/MIME cipher test when the Mailer lacks the feature

FrameworkBundle allows symfony/mailer ^6.4, and SmimeEncryptedMessageListener
exists only from 7.4, so the low-deps job built a container with the encrypter
enabled and got the LogicException the extension throws for that case.
