Relay: fix broker probe on IPv4-only networks and stop waiting once settled

ping_broker only tried the first resolved address, often IPv6, so hivemq and
mosquitto always showed as failed without IPv6. Try every address. The probe
also waited for every broker although it picks the first reachable one in
priority order; return once that is settled and report the rest as skipped.
Drop the unused find_working_broker.
