test(task): run real member residency outside Windows --parallel

The unchanged 20s budget still holds. Under shard-2 --parallel the first
cold child spent 17s reaching provider_registered (2618 modules, 3.2s CPU)
before session_start, matching concurrent filesystem starvation rather than
a heavier boot graph than origin/dev. Move the file onto the shared serial
quarantine so the product graph fix can be observed.
