fix(multirun): keep the app booting on a non-secure origin (#4087)

RUN_LAUNCHER_ID called crypto.randomUUID() at module scope, and this module
is imported during app bootstrap. randomUUID only exists in a secure context,
so on a plain-HTTP origin (an --lan bind reached by IP) the call throws while
the entry chunk evaluates and the whole UI stays on its loading screen.

Every other id in this file only needs to be unique per page, so fall back to
a timestamp when randomUUID is unavailable.
