fix(cli): reject failed library inventory reads (#577)

Report failed library inventory reads instead of listing them as empty. plugin list, agent-image list, context list and specs ls treated any daemon response as the inventory, so a 401 or 503 error object read as an empty or garbled list. They now raise on a non-200 status, and each command's existing error path prints the message and exits 1.
